Schwarzenegger Vetoes Bill for Pet Insurance Reviews

The Governor of California, Arnold Schwarzenegger, refused to give his assent to a proposed Bill for pet insurance reviews on September end, 2010. This bill, brought up by Democratic Assembly member from Sacramento, Dave Jones, sought to force pet insurance companies to display greater details regarding their pet insurance plans to the general public. Pet insurance subscribers felt that at present, adequate information regarding the scope of coverage of the pet insurance policies taken out by them was not easily available. Many pet owners found out about the coverage limits of these pet insurance policies only after they applied for reimbursement after a veterinary visit. Some found out too late that routine veterinary care was not covered under the insurance plan, or that their dog breed was excluded from health insurance coverage. Some pet health insurance policies also denied coverage for pre-existing health conditions.

First introduced in Feb 19, 2010, the bill for pet insurance reviews was passed by the California state assembly in end of August 2010 and was awaiting the Governor’s approval. This bill sought to regulate the pet insurance industry by calling for greater transparency in information display. It would have meant that pet insurance companies would have had to display complete information regarding their policies on their websites. They would have to reveal if there is exclusion of coverage based on pre-existing disorders in the pets. Any other coverage limits would also have to be disclosed. The pet insurance providers also would have to reveal if it takes into consideration previous health insurance claims of the pet. Those thinking of buying pet insurance policies would have been able to compare the information given by various insurance companies and choose a suitable health plan for their pet.

Schwarzenegger vetoed the bill for pet insurance reviews on the grounds that under existing law, the Department of Insurance can regulate pet insurance if there was a need and that there was no need for a separate bill on this issue.

  • Scope of Coverage – Does the health plan include routine veterinary visits for health needs such as vaccination? Does it provide coverage for neutering of pet? What are the various veterinary care that are covered? These questions on the scope of health plan coverage need to be asked when looking at pet insurance reviews of individual pet insurance plans. Select a plan which suits your requirements. You can consult your veterinarian to discuss any specific health needs of your pet.
  • Exclusions and restrictions involved – You need to check if the pet health insurance plans place any exclusion rules on pre-existing health conditions of your pet. While the bill for pet insurance reviews would have made it mandatory for the transparent disclosure of such details, its veto now means that you need to read the fine print.
